Canadá propone un plazo para el canje de stablecoins y límites a los pagos de rendimiento.

Propuesta de stablecoin por Canadá

Canada is consulting on draft stablecoin regulations that would set requirements for reserve backing, redemptions and issuer-funded rewards.

Published in the Canada Gazette on October 24 and covered in reporting on October 26, the proposal would help implement the country’s Stablecoin Act. The consultation runs until December 23. The draft requirements are not yet final rules.

Puntos Clave

  • Issuers would need reserves matching the value of their circulating stablecoins.
  • Redemption fees would be capped at 1%, with a three-business-day processing requirement.
  • Transaction rewards would be distinguished from yield paid for holding tokens.
  • The requirements remain subject to consultation and implementation.

Reserve Backing and Redemption Take Priority

Under the proposed framework, nonbank issuers would maintain reserves equal to the value of their circulating stablecoins, held with qualified Canadian financial institutions.

For users, backing and redemption are central to Cómo funcionan las stablecoins. A token designed to track one dollar still depends on supporting assets and a workable route back into conventional currency.

El official draft regulations would require redemption on request without a minimum amount. Fees could not exceed 1% of the redeemed value.

The explanatory statement says the three-business-day window covers liquidating reserve assets where necessary and initiating the fiat transfer. It should not be presented as a guarantee that money reaches every recipient’s bank account within that period.

Transaction Rewards Would Remain Distinct From Yield

The proposal would clarify restrictions on issuers paying interest or yield to encourage customers to hold stablecoins, including through arrangements with other parties.

Rewards tied only to using a stablecoin, rather than holding it, would be permitted.

That distinction separates payment incentives from returns on a balance. A reward for making a transaction would receive different treatment from a payment calculated according to how much someone holds or how long they hold it.

What This Means for Payment Users

The consultation is relevant to the discussion around Canada’s crypto remittance corridors, where converting between tokens and local currency forms part of the transfer process.

For a business using a crypto wallet for payments, blockchain settlement and cash redemption are separate operational steps. A fast token transfer does not establish the time or total cost required to obtain spendable bank funds.

The proposed redemption deadline and fee cap address the issuer’s part of that process. Users would still need to account for any separate conversion, platform or withdrawal charges along their payment route.

Conclusión

Canada’s proposal puts reserve backing, redemption access and the purpose of rewards at the centre of its stablecoin framework. The final regulations will establish the requirements issuers must meet. For now, the consultation outlines proposed protections rather than assurances already in force.
