The US Office of the Comptroller of the Currency has finalised rules governing payment stablecoin issuers under its supervision, setting requirements for reserves, redemption, custody and risk management.

Announced on 21 October, the rule implements the GENIUS Act for entities within the OCC’s jurisdiction. Both the rule and the legislation take effect on **18 January 2027**, giving businesses a defined date to prepare for the framework. [OCC](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92.htm)

### Key Takeaways

- The OCC has finalised its payment stablecoin framework.
- Requirements cover reserve assets, redemption, custody, capital and supervision.
- The effective date is 18 January 2027.
- Separate rulemaking will address anti-money laundering and sanctions requirements.
- The rule applies to specified issuers and activities under OCC oversight.

### What the Final Rule Covers

According to the [OCC’s regulatory bulletin](https://occ.treas.gov/news-issuances/bulletins/2026/bulletin-2026-50.html), the framework establishes requirements for permitted payment stablecoin issuers, qualifying foreign issuers and certain custody activities.

Its scope includes relevant bank subsidiaries, federally qualified nonbank issuers and some state-qualified issuers subject to OCC authority.

The requirements address how issuers manage reserve assets, process redemptions, control operational risks and meet audit and reporting obligations. They also cover applications, registrations, supervision and circumstances in which approval can be withdrawn. [OCC](https://occ.treas.gov/news-issuances/bulletins/2026/bulletin-2026-50.html)

These obligations concern the institutions behind payment stablecoins. Understanding [how stablecoins work](https://blog.upay.com/stablecoins-what-they-are-and-how-to-use-them) helps explain why backing assets and redemption arrangements matter alongside the token’s intended price.

### Why Reserves and Redemption Matter

A dollar-linked stablecoin is designed to maintain a stable value, but holders depend on the arrangements supporting that promise.

Reserves concern the assets backing the issued tokens. Redemption concerns the process through which eligible holders can exchange tokens for their stated monetary value. Both become especially important when many customers seek to exit at once.

The OCC identified reserve backing, redemption and risk management as central elements of its [final-rule announcement](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92.html). [OCC](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92.html?utm_source=chatgpt.com)

For businesses assessing stablecoins for settlement or treasury use, these arrangements are part of the payment decision. Transfer speed alone cannot establish whether funds will remain accessible when needed.

### Compliance Rules Are Still Being Developed

The final rule does not complete every aspect of GENIUS Act implementation.

The OCC said requirements relating to the Bank Secrecy Act, anti-money laundering and sanctions will be addressed through separate rulemaking coordinated with the Treasury Department. Other agencies also retain responsibility for their parts of implementation. [OCC](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92.html)

Businesses should therefore distinguish this completed rule from requirements still moving through the regulatory process.

### What It Means for Payment Users

The framework gives covered issuers clearer operational requirements. It does not establish that every stablecoin, wallet or payment provider has received approval.

Users must still examine the issuer, supported network, redemption access and intermediaries involved in a transaction. As UPay’s coverage of [cross-border crypto remittances](https://blog.upay.com/canada-asia-crypto-remittances/) explains, conversion charges, withdrawal conditions and recipient access can affect the complete payment.

Clearer regulation may also address only part of the adoption challenge. Existing research on [US businesses’ approach to stablecoin payments](https://blog.upay.com/us-businesses-stablecoin-payments-survey/) highlights the importance of customer demand, practical benefits and integration with established systems.

### Conclusion

The OCC’s final rule moves US stablecoin oversight toward implementation, with reserve management, redemption and operational safeguards at its centre. The January start date is now defined, while separate compliance rulemaking and businesses’ preparation will determine how the framework operates in practice.
